In assessing the relation of ELA achievement with state funding, standards of quality, and scope of access, we find that (1) state funding is associated with both increases in student achievement and reduced gaps, (2) the effect of funding is stronger in states that provide targeted pre-k access to low-income/at-risk students, and (3) legislated quality standards only improve overall achievement in states that provide universal access to pre-k. These results help identify how state policy structure may best be used to leverage achievement benefits for pre-k programs and reduce disparities.

The current study utilizes national data and estimates difference-in-differences models to assess the effects of these ECE setting comparisons on changes in doubly vulnerable children's academic and social-emotional outcomes evident at kindergarten entry. Results suggest that center-based ECE is more beneficial than parental care for language and literacy, and more beneficial than home-based care for prosocial behaviors. There were few differences among center-based ECE types: At trend level, Head Start was linked with better approaches to learning and prosocial skills relative to public preK.

The study sought to understand the relationship between federal and state policies related to out-of-school opportunities to enhance early childhood education. Utilizing data from a statewide evaluation of Idaho's 21st Century Learning Centers, the study examined 92 centers providing after school, before school, or summer programs in grades preschool through the third grade to predominately at-risk children. Data collection included quantitative data from a survey given to parents (n = 183), as well as qualitative data collected through site-based interviews, focus groups and observations. Data included a review of historical and current data on participation rates; attendance rates; standardized test scores for program participants in grades PK-3 (n = 3258). Data were analyzed for themes and transfer. The study findings provide further insight into understanding possible relationships between U.S. federal and state policy regarding 21st Century Community Learning Centers on both students' outcomes and parent satisfaction. The findings further support the role of out-of-school time (OST) experiences in the larger ecosystem of learning and provides insight into understanding how the OST activities are carried over into family life.

The impact of schools in reducing gaps has been explored for decades only to yield inconsistent findings. One possible reason for these contradictory results is because these studies ignore classroom process. We argue for the inclusion of process in research on opportunity and achievement gaps to better articulate if schools provide inequitable learning opportunities. Further, we argue for dyadic (teacher to individual student) measurement of classroom process because commonly-used observation instruments only measure teachers' interactions with the whole class. These instruments obscure differential teacher treatment that may exist in some classrooms. To improve policy and practice, we call for supplementing extant measures of teachers' whole-class interactions (process) and student outcome (product) measures with those that measure dyadic interactions to learn how opportunities to learn in classrooms and schools are distributed among students to reduce, sustain, or enhance learning gaps.
